Co-organized by the Austrian Academy of Sciences (OeAW), United Nations Development Programme (UNDP), and IIASA, this event marks the Austrian launch of the Human Development Report 2025 "A Matter of Choice: People and Possibilities in the Age of AI" with a keynote presentation by Yanchun Zhang, the UNDP Chief Statistician, followed by a dialogue session that will examine the transformative societal impact and implications for human agency stemming from the rapid development of artificial intelligence.

The rapid ascent of artificial intelligence is not merely a technological shift but a profound societal transformation, fundamentally redefining the very fabric of human existence. It is reshaping how we connect and communicate, altering the dynamics of human interaction through algorithmically mediated social networks and AI-driven interfaces. On an economic level, it is dismantling and reconstructing entire industries, automating complex tasks, and creating new paradigms of labor and value that demand a radical rethinking of our economic structures. Furthermore, AI is deeply penetrating the levers of power, influencing governance through automated decision-making in public administration, law enforcement, and policy design, which challenges traditional models of accountability and democracy.

This paradigm change brings unprecedented potential for progress, promising solutions to humanity's most pressing challenges—from revolutionizing medical diagnostics and personalizing education to optimizing resource distribution and combating climate change. Yet, this immense power arrives hand-in-hand with profound ethical dilemmas and challenges to human agency, that is people’s ability to determine for themselves what it means to live a good life, including defining and reassessing their responsibilities to other people and the planet. We are confronted with urgent questions about algorithmic bias and the perpetuation of inequality, the erosion of privacy through mass data surveillance, and the potential for autonomous systems to operate beyond human control or understanding. Ultimately, the central challenge we face is not just technical, but philosophical: in a world of increasingly intelligent machines, how do we safeguard human autonomy, ensure equitable outcomes, and preserve the moral authority that comes with human judgment? This transition forces us to renegotiate the relationship between human and machine, determining whether technology will serve as a tool that amplifies our capabilities or as a force that gradually diminishes our central role in shaping the future.

The latest Human Development Report, released in May 2025, explores the theme “A Matter of Choice: People and Possibilities in the Age of AI.” It examines how artificial intelligence is reshaping human development—offering new avenues to enhance capabilities, expand freedoms, and unlock potential. Rather than attempting to forecast the future, the report underscores the imperative to shape it through deliberate and inclusive choices. It calls for bold action to ensure AI serves as a force for equity and empowerment, while also highlighting pressing concerns such as deepening uncertainty and widening disparities, as reflected in trends across the Human Development Index (HDI).

The HDR Austria launch event will serve as a dynamic platform to explore how we can shape the future under the theme of “choice,” with a particular focus on the implications of artificial intelligence for human development. As emphasized in the report, AI presents transformative opportunities to enhance human potential, while also posing significant challenges—including rising inequality and increased uncertainty. The event will foster inclusive dialogue and invite diverse perspectives on the critical choices required to advance sustainable and equitable human development.
