On 21–22 September 2026, IIASA will host leading researchers to advance how climate adaptation outcomes and resilience are measured across Europe. The meeting is part of the EU funded UNDERPIN project, which brings together partners from nine European institutions to develop practical indicators for assessing whether adaptation efforts are delivering meaningful outcomes. These include reduced climate risks, stronger resilience, and healthier communities.  

As climate impacts intensify across Europe, there is a growing need for robust evidence on whether adaptation efforts are actually working. Current monitoring often focuses on strategies, plans, and processes rather than on the outcomes they achieve.

UNDERPIN addresses this gap in monitoring, evaluation, and learning for climate adaptation. The project is developing and validating an outcome oriented framework that builds on existing approaches to assessing climate resilience. Its indicators are intended to support the assessment of adaptation progress at local, regional, and national levels, and to provide evidence that can inform climate adaptation decision making and policy.

Over the two day meeting, researchers and project partners will review progress across the project's work packages and set priorities for the year ahead. Discussions will focus on advancing practical approaches to measuring adaptation outcomes and resilience, and on strengthening the evidence available to support climate risk management and adaptation across Europe.
