Biography

Ellen Tan joined IIASA in 2022 as a project officer in the Integrated Biosphere Futures (IBF) Research Group of the Biodiversity and Natural Resources (BNR) Program.

She has over 10 years of experience in the health care industry conducting and managing projects that rely heavily on quantitative analysis, including program monitoring and evaluation contracts. She has a PhD in Public Policy and an MSc in Health Economics, Policy, and Law.

Prior to joining IIASA, she worked at the Lewin Group, The World Bank in Indonesia and Washington, DC, and the George Washington University, where she engaged with public and private sector counterparts. She has translated complex research findings for the public, researchers, and government stakeholders.

Tan served as the project manager for large teams, working closely with the Center for Medicare and Medicaid Innovation (CMMI) on applying robust methodologies to estimate the impact of bundled payments on payment, utilization, and quality of care. She previously served as a quantitative analyst leading quarterly reports for the Bundled Payments for Care Improvement initiative’s evaluation and monitoring contract.
Her research expertise is in health services research and health policy; in particular, issues related to access to care, burden of illness, and payment for care. She led the analyses and coauthored papers on a variety of health topics including the impact of bundled payments, diabetes drug adherence, the economic burden of illness, the return on investment of community health centers, the effect of private health insurance on health outcomes, and the costs of obesity and smoking. She is highly skilled at analyzing large survey and claims data using Stata.
