Biography

Teresa M. Deubelli-Hwang is a research scholar jointly associated with the Systemic Risk and Resilience Research Group of the IIASA Advancing Systems Analysis Program, the Equity and Justice Research Group of the IIASA Population and Just Societies Program, and the Strategic Initiatives Program.

She is a political scientist specializing in climate adaptation and disaster risk governance, with a focus on participatory approaches. Her research at IIASA centers on transformative resilience-building and climate risk governance. As part of her work, she served as the gender and inclusion focal point for the Flood Resilience Alliance (now the Climate Resilience Alliance) and as insurance working group lead for the EU-funded FIRELOGUE project. Reflecting her commitment to participatory science, she also led the TRUST Project, an IIASA strategic initiative aimed at fostering public trust and enhancing policy impact through citizen engagement in science. In addition to her role at the institute, Deubelli-Hwang also works at the Environment Agency of Austria as a senior climate change adaptation and resilience expert.

Prior to joining IIASA, she worked at the OECD and the European Commission (DG ECHO).

Deubelli-Hwang has a transdisciplinary background in public policy, governance, and risk and crisis management, having studied at the Dalarna University, University of Vienna, Seoul National University, Sciences Po Paris, and others.
