As part of the third implementation plan (2022-2026), the Academy of Scientific Research and Technology (ASRT) is launching the second round of the Short Visit Program (three months) for young researchers working at universities or research centers who hold a doctorate degree. This round aims to provide a number of short-term grants in technology transfer in a number of specific topics of cooperation between the Academy and IIASA. The grant covers travel and accommodation for three months. The program aims to enable Egyptian researchers to develop their capabilities through joint research work, and opportunities to interact with high-level international researchers, contributing to technology transfer and localization. Eligibility Criteria
The applicant should be an Egyptian affiliated with an Egyptian University, Research Institute, or R&D department in various Egyptian entities (e.g., Egyptian industry, ministries, …etc.)
The applicant should not be more than 50 years old at the date of submission and a Ph.D. holder.
The applicant must be able to identify, communicate, and secure a letter of invitation from a senior member or research scientists/scholars at the International Institute for Applied Systems Analysis (IIASA) to develop a new, innovative research challenge or to participate in even efficient, contribute to, or extend existing world-class research project.
Submission Guidelines
The applicants are requested to submit:
A letter of invitation from a senior member or research scientists/scholars at the International Institute for Applied Systems Analysis (IIASA).
Submission of Tech Transfer proposal signed by the applicant on the program template of the call through the ASRT- STARS submission system.
A copy of at least one-year valid passport.
Applications submitted after the deadline will not be considered.
After acceptance and before contracting, the applicant should provide a signed and stamped approval from the applicant’s affiliate institution.

Please explore the research areas currently present on the IIASA website to identify areas of possible research themes/interests that would fit into your developing research proposals. We encourage applicants to identify and reach out to IIASA researchers to discuss their proposals and identify potential supervisors early on in the process.
General Evaluation Criteria
The proposals will be evaluated based on:
- The proposal meets the priorities of Egypt’s STI Vision 2030 and SDGs.
- The proposed work focuses on/uses emerging technologies.
- Novelty and importance of the technology that the applicant aims to transfer through the fellowship.
- The importance of proposed technology transfer in solving the national challenges, deepening the local manufacturing, and minimizing the import dependence
- The significant value in developing industries based on the utilization of the transferred technology through fellowship
- The applicant’s affiliate institution is well-equipped and can suit its dedicated work packages.
- The international rank of the host University/Research Institute.
- Scientific and technological merit of the proposed research work.
- Qualifications of the applicant and host institution in relevance to the proposed work.
- Potential for follow-on national and international collaborative activities.
- The proposal builds on research work previously conducted by the applicant.
Evaluation Process
The proposals will be evaluated by ASRT.
Fellowship will be granted to proposals that succeed in meeting all the eligibility criteria, evaluation criteria, and top scores on the technical evaluation.
Financial Support
ASRT-STARS funds:
A round-trip economy class flight ticket, a travel visa, and travel insurance up to what’s equivalent to 1500 US$.
A monthly allowance equivalent to 3000 US$ for a maximum of three months (in accordance with governing rules of the Central Mission Directorate, Ministry of Higher Education and Scientific Research, Egypt).
