Biography
Ferenc L. Toth is a senior guest research scholar with the Integrated Assessment and Climate Change (IACC) and the Sustainable Service Systems (S3) research groups in the Energy, Climate, and Environment Program. As an environmental and energy economist and policy analyst, he also works as an independent consultant. His current activities are mostly in the domain of energy-economic-environmental analysis and include energy economics, energy, and climate policy analysis at national to global scales.Toth served as panel member responsible for climate change adaptation on the Scientific and Technical Advisory Panel (STAP) of the Global Environment Facility (GEF). He worked as a senior energy economist and head of the Energy-Economy-Environment (3E) Analysis Unit in the Planning and Economic Studies Section (PESS) of the Department of Nuclear Energy at the International Atomic Energy Agency (IAEA) in Vienna, Austria. Formerly, he was project leader and senior scientist on development, energy, environment, and climate change studies and directed a number of externally funded (including EU) projects at IIASA and at the Potsdam Institute for Climate Impact Research (PIK) in Potsdam, Germany. Earlier he was associate professor and chair at the Department of Economic Geography at Budapest University of Economics (now Corvinus University of Budapest).
Toth served as coordinating lead author, lead, and contributing author on a number of chapters in various reports of the Intergovernmental Panel on Climate Change (IPCC) since 1995. Currently, he is coordinating lead author in Working Group III of the IPCC Sixth Assessment. He was also coordinating lead author of several chapters in three different working groups of the Millennium Ecosystems Assessment (2001, 2005).
Toth received his MSc (1978) and PhD (1982) in economics from the Budapest University of Economics and a second doctorate (1994) in economics from the Hungarian Academy of Sciences.
